A "vapor chamber" is a flat heat spreading device that diffuses heat across its surface by repeatedly evaporating and condensing a working fluid. The working fluid (pure water) is sealed inside the vapor chamber. The working fluid evaporates due to heat from the heat source, causing vapor to flow across the surface, dissipate heat, and condense.
